The online route

With a digital certificate or DNIe, the alta runs through the altas y cambios de domicilio procedure in the sede electrónica.  The path inside the portal is Catálogo de Servicios → Padrón Municipal → Altas y modificaciones.

  1. Have your identity document and your housing document ready as files.
  2. Enter the sede electrónica and follow the path above.
  3. Identify yourself with your certificate or DNIe, complete the form, attach the documents and sign electronically.

No appointment, no office, no queue.

The in-person route

  1. Book at an Oficina de Atención Ciudadana through the city’s cita previa platform, or by phone on 010 or 900 153 862.
  2. Attend with your documents.  One appointment covers everyone registering at the same address.
  3. Ask for the volante before you leave.

All padrón procedures in Alicante are free

Registration, the volante and the certificado all cost nothing at the ayuntamiento.  There is a small industry of sites that charge to book a free appointment on your behalf.  You can book it yourself at the links above.

Documents

  • Identity: passport, plus your NIE if you already have one.
  • Use of the dwelling: a signed rental contract, a deed, or a signed authorisation from the owner or primary tenant if you are registering in a room or a shared flat.

You do not need a TIE to register, and you should not wait for one.  The usual sequence runs the other way: the volante is what proves your address at the TIE appointment.

Is the digital certificate worth it for this?

In Alicante, yes, and this is the one city where I would say so without qualifying it much.  Elsewhere the honest answer is that a certificate is a convenience you can acquire later.  Here it removes an entire in-person step from your first weeks in Spain.

That said, it is not a requirement.  If you have just landed with a passport, a visa and a rental contract and no Spanish electronic identity, register in person.  Do not delay your padrón while you arrange a certificate.  Get the certificate afterwards, on its own timeline.  The FNMT certificate guide covers how, including the fact that you can start the process before your TIE card arrives, as long as your NIE is active.

What happens after you register

The padrón is a municipal record of where you live.  It is not immigration status, and it is not tax residency: three separate things that get run together constantly.

  • TIE: the volante is normally requested as proof of address at the biometric appointment.
  • Healthcare and schooling: municipal registration is the gateway.
  • Tax: determined by the 183-day test and your circumstances, not the padrón.  If the Beckham regime applies to you, its Modelo 149 deadline runs from your activity start date, not your padrón date.
  • Social Security: a W‑2 employee of a U.S. company under an SSA Certificate of Coverage stays in the U.S. system and does not register in Spain.
  • Banking: frequently requested when opening a resident account.

Municipal procedures change

Confirm the current procedure on the ayuntamiento’s padrón page before you submit.  City portals are revised more often than national ones, and the online route in particular is the kind of thing that gets restructured.

Registering somewhere else in Spain?

Yes.  Alicante’s sede electrónica allows the alta to be completed electronically with a digital certificate or DNIe, following Catálogo de Servicios then Padrón Municipal then Altas y modificaciones.  No appointment is required on that route.
